Aug. 21, 2021 -- Southland Energy recently appointed Darryl Matsui as Director of Preconstruction. In this new role, Mr. Matsui will lead Southland Energy's preconstruction team during the development of energy efficiency and infrastructure projects across the public and private sectors.

Mr. Matsui brings over 30 years of experience in the industry and has an extensive energy project development background. In his most recent role as the Director of Project Development at NORESCO, Mr. Matsui delivered nearly $500 million in federal Energy Savings Performance Contract (ESPC) and Utility Energy Savings Contract (UESC) projects for various federal agencies. Prior to this, Mr. Matsui spent 15 years with the U.S. Navy's ESPC team, planning, developing, and executing comprehensive energy programs. He led the Navy's ESPC team in facilitating the award of approximately 20 Navy and Marine Corps ESPC delivery orders worldwide and managed the ongoing support of over 20 delivery orders during the performance phase of the contracts.
Mr. Matsui graduated with a Bachelor of Science in Mechanical Engineering from the University of the Pacific. Additionally, he has also been awarded: Member of Navy Region Southwest Energy Program Group awards for the U.S. Presidential Award for Leadership in Federal Energy Management, Secretary of the Navy Energy Excellence Award, Energy User News Award for Best Retrofit Project, and additional recognitions from the U.S. Secretary of Energy, the San Diego Regional Energy Office, and the San Diego Business Journal.
